Mexico again a centre of tumult
The implementation of a global green project needs support of all kinds. It must not be misused for private purposes.
Between October 2022 and August 2023, an individual by the name of Simon Levy Dabbah attempted to open an account with AVIS as a representative acting on behalf of Asian Investment Fund Boda Holding Group and Boda Mohau International Holding co Ltd, both Chinese Companies. The account was eventually set up after months of back-and-forth communication. AVIS policy only allows franchise members to fund our green projects and construction payments. An investor franchise membership has been signed, and two franchise agreements were personally signed with Simon Levy for Mexico and China. To activate the franchise agreements, an amount was paid as a deposit, with the final amounts to follow.


Simon Levy intended to invest €1.8 billion in green equipment, with 50% to be paid immediately towards the cost of the equipment order. The remaining 50% will be transferred to the account of BODA International Holding Group Co. LTD, our franchise partner for upcoming transactions.
Simon Levy paid an initial deposit of USD 1 million to AVIS. GBP 5 million he contracted to be paid for the China Franchise licence and GBP 5 million for the Mexican Licence. 10 Million in shares purchase and technology delivery from China, IT engineering, construction and political support he contracted. Simone Levy also wanted to be a member of the AVIS family so that he could clear further green construction business for AVIS in Mexico. For this reason, an AVIS email address was also set up for him. He ordered some special IT setup he required for the Card business and endless documents to acquire a Mexican bank, where he will accredit the HSBC assets of AVIS as principal share capital. He made endless videos from AVIS bank technologies and tested our POS equipment. This constant testing of our POS bank systems did cost us a licence with a Spanish bank.
Our legal team discovered that Simon Levy used AVIS's QUANTUM banking technology to upload 30 million to the Mexican Central Bank for settlement to himself. Furthermore, diverts hundreds of billions more from the capital markets for his own benefit in the future. AVIS can not be involved in money laundry!
It was neither his nor the intention of the companies he represented to pay for the green buildings and facilities, as contractually agreed in the franchise agreements. Levy followed up on his own private target. He intended to fill up his pocket with cash by misusing AVIS bank and card payment systems in billions and delivering to the Chinese advanced technology of AVIS and their umbrella network.
AVIS Therefore, in August 2023, the AVIS Board of Directors decided to stop this illegal activity as soon as it became aware of it and to immediately report Simon Levy's illegal transactions to the Central Bank in Mexico. About the industrial espionage activity of Levy and the intention to destabilize the financial market by absorbing 13-digit figures of cash together with the Chinese, the Pentagon, in Washington, has been informed.
AVIS will not and can not be involved in money laundry! NEVER and will protect the group's technologies with all mediums and forces.
The shifting of funds and the diversion of capital for private purposes is something that we at AVIS will never support.
